The Democratic-Republican National Convention (DRNC) is taking place in Miami, Florida; the event will draw political participants and other interest groups seeking to attain media attention to further their causes. The DRNC event will also attract protesters that will attend and put a strain on the local communities and infrastructure. The Miami-Dade Police Department is the lead law enforcement agency that must collaborate and organize with other local, state, and federal agencies to uphold the law, sustain order, and maintain public safety throughout the DRNC event. Organization and collaboration throughout all contributing agencies and departments and their integrated roles are critical to the success of the DRNC.

Miami-Dade Police Department
The Miami-Dade Police Department (MDPD) is the largest law enforcement agency in South Florida and the 8th largest in the United States and employs 3,000 sworn Law Enforcement Officers (LEOs) with an additional 1,000 in civilian support. The jurisdiction of MDPD covers over 2,400 miles, with a diverse population of 2.4 million (Miami-Dade Public Safety Training Institute, n.d.). The MDPD executes its duties through the core values of integrity, respect, service, and fairness in maintaining law and order for the community (Miami-Dade County, 2019). The MDPD also seeks to execute its duties in being the hallmark of cutting edge police enforcement by incorporation of tactical preparedness in collaboration with agencies from neighboring communities (Miami-Dade Public Safety Training Institute, n.d.).
The preparedness phase of the DRNC event mandates the successful endeavor for all stakeholders. The effective and efficient execution and facilitation of the MDPD role as lead law enforcement agency require the specification of issues that will or can affect the DRNC event, which will demand communication and collaboration through government agencies, civilian services, and the private sector. The tactical plan will include the learning of past events such as the FTAA event and others the same magnitude of the DRNC applied in ascertaining weaknesses that could lead to exploitation. The discovery and understanding of vulnerabilities can be a transition into strengths for the DRNC event.
Stakeholders is an individual or group of individuals with a specific interest concerning an issue that may have a business, political, or quality of life implications. The stakeholders are representatives of organizations or coalitions that supporters perceived as having a vested interest in the success in favoring their cause demand policies that support their agendas (Lee, 2006). The stakeholder analysis is a procedure designed to inventory, rank, and assess the positions of the individuals and interest groups’ value of the adoption, execution, and strategizing political agendas into policies (Clemons & McBeth, 2017). The stakeholders and interest groups in the DRNC event may include concession businesses, establishments that facilitate goods to the convention, and other law enforcement agencies such as the City of Miami Police Department will have active roles in the event along with the attendees.
There are two types of stakeholders, claimants who possess some claim on the services of an organization or event, and influencers who manipulate the processes of business or event in some manner (Lee, 2006).
The partial list of the Claimant stakeholders of Miami-Dade County comprises of the Miami-Dade Police Department (MDPD), Miami-Dade Fire Rescue, City of Miami Police Department, Miami-Dade Government, State Attorney’s Office, Public Defender’s Office. The Democratic-Republican National Convention (DRNC) Planning Committee includes the DRNC Committee on Arrangements, Miami-Dade Host Committee, Miami-Dade Chamber of Commerce, Port of Miami, Miami International Airport, American Airlines Arena, and Jackson Memorial Hospital. Federal law enforcement agencies are stakeholders that are working in collaboration with MDPD at the DRNC event involves the Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Florida Department of Law Enforcement (FDLE), U.S. Secret Service, Joint Terrorism Task Force (JTTF), U.S. Coast Guard, the Florida Highway Patrol, United States Department of Homeland Security (DHS), Region 7 Miami – Regional Domestic Security Task Force, the Department of Energy, Florida Department of Transportation (FDOT), and the Southeast Florida Fusion Center (SEFFC). The business stakeholders in the DRNC include the Shops at Bayside, the downtown Miami businesses, major hotels such as the Hyatt Regency and the Intercontinental, and Florida Power & Light (Saint Leo University, n.d., p. 2).
The partial listing of the Influencer stakeholders consists of the American Civil Liberties Union (ALCU), Amnesty International, Greenpeace, labor unions such as Teamsters, and the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), and oppositional political parties such as the Tea Party. There are Influencer stakeholders who are known from past events to cause civil disturbances and incite violence, which could include terrorist activities of whom are al Qaida, Al-Shabaab, Aryan Nations, Anarchists, and the Ruckus Society. Media stakeholders comprise of the Cable News Network (CNN), FOX News, the Columbia Broadcasting System (CBS), the American Broadcasting Company (ABC), and the Miami Herald (Saint Leo University, n.d., p. 2).
The Democrat and Republican parties and their associated personnel are internal stakeholders of the DRNC event. Internal stakeholders are individuals or groups who are exclusively or monetarily immersed in the policymaking processes for their self-interest (Lumen Learning, n.d.). Both political parties are stakeholders because of their vested interest in promoting their political agendas.
The Objectives of the Stakeholders
The objective of the government stakeholders is facilitating and sustaining a successful DRNC that involves political dialogue in a safe environment within the balance of the First Amendment Rights of free speech and upholding peaceful protests. The claimant stakeholders must execute best practices to ensure that any degradation that could progress into disruption that threatens the DRNC event, the partakers, businesses, or attendants are respectfully handled within the law. Mitigation or the elimination of disruptive situations that may arise is the objective of law enforcement’s ability to define boundaries of behavior from the participants. The DRNC event has the potential to draw substantial revenue from the businesses and other claimant stakeholders within the convention and the community. A key objective of the DRNC event is not “reinvent the wheel” in mitigating approaches to disruptive situations during the convention that previously has been efficient and positively productive.
The main objective of the media is to produce the best news drawn from the event by attempting to access restricted areas or interest groups requiring additional security. The balance factor again comes into play where MDPD and other law enforcement and security agencies must both permit reasonable access to the media while maintaining safety for all stakeholders. Journalists in the media also have a balance that they must investigate for the truth and limit personal or media bias that could increase public attention (Society of Professional Journalists, 2014).
The DRNC will produce an environment where individuals and interest groups will want to push their agendas during the event that will attract attention from around the nation and the world. A crucial objective of MDPD and other claimant stakeholders is the mitigation and prevention of the DRNC transitioning to aggrandize the agendas of influencer stakeholders. Influencer stakeholders like the Ruckus Society or worse the Aryan Nations may endeavor to interfere with the DRNC and produce disruption in support of their agendas. Influencers, if allowed, could take advantage of an excellent platform where the attention will focus on their causes. Frequently, some individuals of the elite or interest groups have self-serving agendas that overwhelm the event and other participants (Pope & Wolff, 2017).
There are individuals and interest groups that may want to threaten the safety of the DRNC and participants with violence. Violent influencer groups will if allowed to take advantage of accessible opportunities to succeed in their objectives. The DRNC facilitates a platform for speaking and organizing an agenda. Considering the various viewpoints and opportunities of public disruption are possible as the potential of terrorist attacks produces unrest and fear at the DRNC (McGraw-Hill, 2012).
Potential Claims by Stakeholders
Stakeholder claims are described as the connection between the stakeholder or interest groups and the establishment (Modvar & Manuel-Navarrete, 2019). Limiting access to DRNC staff is critical to ensure security and safety to the event. Restricting accessibility will entail setting zones or boundaries to separate the DRNC staff and establish areas for First Amendment speeches, protesters, and others. Some stakeholders will have interests in what level of security is in place to provide safety, security, and limited access to their businesses. Businesses, as claimant stakeholders, will have to make compromises to conduct their transactions for the DRNC event properly. The agreements made between stakeholders, the MDPD, and other overseeing agencies will generate some criticisms of the safety and security methods of the event.
The primary objective of the MDPD is to facilitate safety and security for all attendees at the DRNC event. Providing optimum safety and security will require proficient planning, preparedness, and collaboration between agencies and stakeholders at every level that will require coordination in the year before the DRNC event. Critical analysis of Miami-Dade County, neighboring communities, critical infrastructure, and a diverse population needs execution. Analysis of the large scale events of the past like the Free Trade Area of the Americas (FTAA) and Superbowl events can facilitate critical information and intelligence that can be used to provide the safety and security required for the DRNC event. Intelligence for the DRNC event must be collected and properly disseminated among the various agencies to ensure agencies and departments are on the “same page” through open two-way lines of communication. Collaboration with the media is another crucial requirement for ensuring the safety and security of the DRNC event. Maintaining a partnership with the news media requires MDPD to understand their needs and facilitating those needs with effective communication. The capability of emergency responders to provide law enforcement or medical service must be clear of impediments from controllable outside sources like the media of influencer groups (McGraw-Hill, 2012).
SWOT Analysis of The Miami-Dade Police Department (MDPD)
The Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis is the strategic planning method the assists law enforcement agencies in specifying what levels of proficiencies and deficiencies both internally and externally within the department (Jackson, n.d.).
The MDPD has 3,000 sworn deputies and 1,000 in non-sworn civilian support, which is a good amount of personnel to provide safety and security for the DRNC event. The personnel of the MDPD is highly-trained, and a significant number of officers have worked large-scale events such as the FTAA and Superbowl games. The sophisticated equipment at the MDPD’s disposal consists of patrol vehicles, SUVs, mounted police, bicycles, armored vehicles, aircraft, and software to coordinate with other local, state, and federal agencies to lead and support the DRNC event (Miami-Dade County, 2019).
Although some of the Law Enforcement Officers (LEOs) of MDPD have worked large-scale events, the DRNC is a political event that does change the type of stakeholders and interest groups that will attend the event. The majority of field LEOs are inexperienced in events like the DRNC, which could cause issues in handling the eccentricities of the event. The influencer stakeholders will impact the balance of First Amendment Rights and dealing with disruptive protests.
The MDPD and its constituents can partner with the media in presenting to the public and the world. Funds to assist in optimizing safety and security will become easily accessible to MDPD as the key political leaders at the DRNC requires skilled personnel and high-tech equipment to ensure the safety and security of the attendees. Learning from the other agencies and departments throughout the event will prepare the MDPD to be better trained and equipped for future events.
The threats would include some of the influencer stakeholders described earlier, such as the Ruckus Society, Anarchists, and others with interest in creating violence and disruption in the event. Other influencer groups such as the opposition political parties could incite violence through protests; however, that will not be their objective; it does present a potential threat. Acts of Terror from groups such as Al Qaida and Aryan Nations should stay prepared for in the event of a terrorist attack.
Policies and Organizational Decisions
The safety and security necessary for the DRNC event will require the MDPD to mitigate through policies that produce organizational decisions to similarly large scale events such as the FTAA should be optimally executed by all supporting agencies. The interest of stakeholders and interest groups must be understood to define and implement the correct policies. All stakeholders will contest that their interests at the DRNC need to be heard, and the MDPD expects this and supporting agencies. Campaigns must present to current and potential stakeholders of the event that communicate that law and order is upheld and the consequences that will result in not following the law. Open two-way lines of communication involving the sharing information and intelligence sharing disseminated throughout the event among the claimant stakeholders and the media. The development of comprehensive strategic and tactical plans that involve all local, state, and federal law enforcement agencies is established. Training exercises and education will play a crucial role in facilitating of safety and security of the DRNC event.
