In creating a Methodology case study, John Compton expressed to his executives the need to create a project management methodology. This will be employed in the Request for proposal the company is bidding on right now the company is currently using a few templates from the PMBOK Guide, but it utilizes no methodology of their own. The executives are fearful of losing power and authority (Kerzner, 2017). A project manager was appointed to streamline the development of a methodology. This paper will provide an overview of Enterprise Project Management (EPM) Methodology and the elements included in the case study EPM; project management office (PMO) construct and structure of implementing the proposed EPM. To conclude, the key requirement of EPM by John Compton and finally how a project management system can be used to support the case study EPM. John Compton believes that to make it in this project driven environment a methodology is needed to remain an efficient and effective competitor.

Creating a Methodology

Company is moving away from the traditional way of doing business in which customers remain a onetime opportunity. After the customer needs are met, emphasis was placed on finding new customer. With the introduction of a project driven organizations, the need was to foster a long-term relationship with the customer instead of a one-time opportunity. Subsequently, project managers were managing multiple projects for one client; the company needs to understand the nature of the client’s business and the environment in which it does business. The purpose of this paper will be to examine the construct of Enterprise Project Management (EPM) methodology and the elements as it refers to the case study creating a methodology.

Enterprise Project Management

Projects operate within the constraints of an organization; leaders developed Enterprise Project Management (EPM) to establish the appropriate governance, methodologies and processes needed to efficiently and effectively operate a project within a Global Organization (Bolles & Hubbard, 2016). The purpose of the Enterprise Project Management methodology it provides a model approach that can be used to deliver a project. While promoting the use of best practices that will increase the project probability of success and it clearly defines what you ae doing, so you can keep improving on it. Enterprise Project Management (EPM) methodology provides a corporation with the scalability, flexibility and rigor needed to apply the Project Management methodology across the company (Stewart, 2004). Interrelating factors within a distinct organization can determine a unique structure that impacts the projects functioning in that organization.

Elements included in Case Study

The key requirements of Enterprise Project Management required by John Compton in the case study “Creating a Methodology” initially executives recognized the need for a Project Management Office (PMO). This would decrease the time demanded to develop and implement the EMP system; notably since they merely had six (6) months to implement the methodology merely across the company projects. The PMO would implement the steps that would govern the projects which frequent the establishment of the number of life cycle phases in order to receive executive sign off in a timely manner. As the project management team began to develop the methodology, six phases were decided upon. The naming of the project “developing a methodology, duration six months before implementation resource requirement: PMO and project managers implemented the following steps to:
• Decide whether the methodology should be designed around rigid policies and procedures or extended  to a more informal route of using forms, guidelines, checklists and templates. The PMO opted for a more informal approach because it provided flexibility. 
• The PMO decided upon the use of a standardized set of documents that was developed in accordance with the information in the PMBOK Guide. Project manager would be capable to use the appropriate forms, guidelines, templates or checklist necessary for that particular project. 
• Capturing best practices maintaining the EPM system – forms and checklist used at final project debriefing meeting (closing) and shared with clients prior to the closeout of the project.
• Education and training for project managers and functional managers on the up-to-date methodology.  They company decided that one day of training would be sufficient to implement this alternative methodology.

Project Management Office

According to PMBOK Guide, a Project Management Office is a management structure that standardizes the project-related governance, processes and facilitates the sharing of resources, methodologies, tools and techniques (Project Management Institute, 2017). The Project Management Office (PMO) responsibilities changes depending on the need of the projects within that organization. In “Creating a Methodology” John Compton’s executives were reluctant to create a Project management office because some executive was nervous of losing power and authority. A good project management office provides tangible, repeatable lasting benefit to the business and aligns corporate strategy and culture (Miller, 2017). Aligning corporate strategy and culture represent an extremely importance for the success of the organization principally when dealing with resistance to improve. John Compton’s company was relatively resistant to change; they believed by implementing a PMO executives would lose some of their authority and power.

The Key Requirement of Enterprise Project Management Methodology

Key Requirements of Enterprise Project Management requires by John Compton.
According to the PMBOK Guide (2017) the product life cycle phase is considered a collection of logically associated activities that culminate in the completion of the project. The following steps must be completed: The start of the project, organizing and preparing, carrying out the work and ending the project. The key requirements of Enterprise Project Management required by John Compton were first the establishment of a Project Management Office (PMO) to fulfil the leading role in developing the methodology within 6 months. The company developed the following attributes: 
• the establishment of the number of life cycle phases. It was decided upon six phases.
• Duration of the project was six months to develop and implement the methodology.
• Resource specification – project management office (PMO), project managers. Education and training for project managers and functional managers on the new methodology. The company decided one day of training was enough.
• The entrance criteria for a project to move through phases - the methodology should be designed would be more informal using forms, guidelines, checklists and templates. The informal approach was adopted because it provided flexibility. A standardized set of documents was developed in accordance with the information in the PMBOK Guide. 
• Exit criteria for a project to complete a phase – Capture best practices utilizing the EPM system using the RFP forms and checklist used at final project debriefing meeting (closing).

Specific aspects of a Project Management Methodology

The project management methodology process remains a tedious process that can be used on every project (Kerzner, 2017). The specific aspects of a distinctly unique project management methodology to global organizations are:
• A corporate culture that supports project management. This is critically significant because people manage projects and the company typically has to undoubtedly possess considered belief in the methodology. In order for it to be successful and also buy in from longtime employees operating properly. John Compton executives were unsatisfied initially about the development of a methodology because they were terrified of losing authority and power. The reason the felt like this was because with the introduction of a PMO, authority is normally executed by the person running the office. Depending on the type of PMO that was established e.g. directive or supportive then executives would be able to maintain some authority.

By assessing the need for change, the company can identify ways to overcome resistance to improvement.
• Great customer satisfaction, which leads to increase business – John Compton alleged the company was no longer competitive in the marketplace. If the company did not utilize a methodology to employ with their contracts since it has become a necessity for Request for specific proposal (RFP). They would not be viable anymore.  Increase client satisfaction develops long-term relationships and easy enough that customers can follow (Kerzner, 2017).
• Improving quality while reducing cost – the chief aim of global organizations is to provide exceptional quality while reducing cost. A project management methodology allows organization to complete this very effectively since it’s a mechanical process that engages best practices (Kerzner, 2017).
• The need for knowledge workers throughout the organization – Introduction of a project management office and project manager equip to train and education functional departments on the technique establish a cooperative culture.
• Diversity – this is a key to global organization because it is imperative the company not merely identifies its clients but also its customers. Understanding global cultural differences, politics of that dictate many of the decisions in regard to governance.

Project Management System 

A project management system can be used to support John Compton’s case study. It can help with the collection of the processes, tools, techniques and methodologies needed to manage the projects (Project Management Institute, 2017). The project management system would address John Compton's projects feasibility and accessibility, ease of use. This is essential especially in the training and education phase of the methodology development.  By assessing functional criteria for PMS stakeholder acceptance and customer satisfaction value; Creates customer satisfaction and long-term relationship is a key to establishing recurring business. 

In conclusion, we recognize the importance of John Compton development of Enterprise Project management methodology for his company in order to maintain a competitive advantage in the marketplace.  The creation of the project management office identifies and develops project management methodology, best practices and standards. This office also provides education and training for project managers and functional staff. A methodology is needed to complete a project efficiently and effectively.
